The Australian Embassy is seeking expressions of interest from suitably qualified persons (Chinese national only) to fill the positions of Deputy Manager, RVU and Executive Team and an expected vacancy of Senior Research and Program Officer, Department of Foreign Affairs and Trade. The Deputy Manager will be offered at LE8 level and the Senior Research and Program Officer will be offered at LE7. Annual remuneration for the Deputy Manager is RMB170,421 (Plus employer social security payments and DSB contributions) and for the Senior Research and Program Officer is RMB140,244 (Plus employer social security payments and DSB contributions).

Deputy Manager , Research and Visits Unit (RVU) and Executive Team, Department of Foreign Affairs and Trade (DFAT)
Position No: 5164
Level: LE8
Annual Salary: Rmb170,421 (Plus social security and DSB Contributions)

 

1. Assist in the management of RVU as deputy to the Manager (RVU and Executive Team). Act as the Manager in his/her absence, including responsibility for the Executive Team.

2. Liaise at appropriate levels with Chinese ministries and official organisations, distribute correspondence and information, and make appointments with them as directed.

3. Provide interpretation/translation support for Embassy staff on a wide range of topics of interest to the Australian government. This will often necessitate thorough understanding of complex, and technical terminology in a variety of areas.

4. Using Chinese and English sources, provide research support and prepare research papers/reports on matters of interest to the Australian Government and Embassy staff by collecting, analysing and evaluating information on an ongoing basis.

5. Arrange logistical support for Ministers’, senior officials’ and other delegations from Australia in the form of organising and coordinating meetings, car movements, and creating a program booklet for delegation members and Embassy staff. Assist Australian government departments in hosting senior Chinese delegations visiting Australia.

6. Provision of administrative and other support as directed, including some support to attached agencies as required.


SELECTION CRITERIA

A. Tertiary qualifications and ability to communicate to a high level (orally and written) in both English and Mandarin essential.

B. Demonstrated understanding of China’s political and economic environment and Australia’s interests in the region. Demonstrated interest in international relations and economics.

C. Demonstrated ability to prioritise a busy workload, work under pressure and to deadlines with great attention to detail. Demonstrated flexibility, adaptability and initiative.

D. Demonstrated ability to manage a small team in a busy and varied environment.

E. Demonstrated ability to undertake research and produce high quality analytical reports on issues of interest to the Australian Government, including foreign affairs and trade policy.

F. High degree of confidence in using Microsoft software, particularly Word and Excel, databases and internet-based research.

Annual Salary: Rmb140,244 (Plus social security and DSB Contributions)


1. Arrange logistical support for Australian delegations to China, including Ministers and senior officials’: organise and coordinate meetings and transport, and create a programme booklet for delegation members and Embassy staff. Assist Australian government departments hosting senior Chinese delegations to Australia.

2. Liaise at appropriate levels with Chinese ministries and official organisations, distribute correspondence and information, and make appointments as directed by relevant Embassy staff.

3. Using Chinese and English sources, provide research support and prepare research papers/cables on matters of interest to the Embassy by collecting, analysing and evaluating information on assigned political and economic issues.

4. Provide interpretation/translation support on political and economic issues for Embassy staff.

5. Provide administrative and other support to the political and economic sections as directed.

6. Relieve other positions in the RVU during staff absences.

A. Superior proficiency in both English and Mandarin essential. Demonstrated ability to undertake interpreting and translation tasks (English-Chinese and Chinese-English)

B. Good understanding of China’s political and economic environment and Australia’s interests in the region. Demonstrated interest in international relations and economics.

C. Ability to prioritise a busy workload, work under pressure and to deadlines with great attention to detail. Flexibility, adaptability and initiative.

D. Demonstrated ability to undertake research and produce high quality analytical reports on issues of interest to the economic and political sections. In-depth understanding of China’s economic-related issues in areas of industrial policy, trade law, investment, energy and resources highly desirable.

E. High degree of computer literacy in Microsoft software, particularly Word, Excel, and Access database and internet-based research. Skills in database design desirable but not essential.

F. Ability to work both independently and as part of a team.
