VACANCY – SENIOR PUBLIC AFFAIRS AND CULTURE OFFICER
LE7

The Australian Embassy is seeking expressions of interest from suitably qualified persons (Chinese national only) to fill the position of Senior Public Affairs and Culture Officer, Department of Foreign Affairs and Trade. The position will be offered at LE7 level. Annual remuneration for this position is RMB140,244 (plus. employer social security payments and DSB contributions).

SELECTION CRITERIA

SENIOR PUBLIC AFFAIRS AND CULTURE OFFICER (LE7 POSITION 9669)

(a) Ability to accurately and quickly translate reasonably complex materials, for example media alerts and cultural event information from English to Chinese and media reports from Chinese to English.

(b) Ability to undertake informal, intermediate-level interpreting for meetings and events.

(c) Ability to communicate effectively, orally and in writing, in English.

(d) Under limited supervision, ability to organise media and cultural events, involving liaison with other organisations, planning, issuing invitations and implementation.

(e) Ability to provide effective administrative support, with regard to accuracy, timeliness and attention to detail.

(f) Ability to organise and set priorities, perform under pressure and complete given projects and assignments in a timely manner.

(g) Well-developed interpersonal skills, including the ability to work effectively with other members of a team or with colleagues, and to communicate with the public and Embassy contacts in a professional and helpful manner.

(h) Familiarity with commonly used Windows and Microsoft Word applications, internet and email is essential. (Previous experience in website maintenance and in utilising social media sites such as Sina Weibo is not essential but would be a strong advantage.)

(i) Initiative, flexibility, adaptability and demonstrated capacity for learning and developing skills in new work environments; ability to operate effectively within a work unit.

The following attributes are desirable but not essential:

(j) Knowledge of the Chinese media environment and/or cultural organisations.

(k) Knowledge of Australia.

 

 

 

JOB DESCRIPTION

At the direction of the Counsellor (Public Affairs and Culture), and the Manager, Public Affairs, assist with the work of the Public Affairs and Culture Section, including:

Translation and Interpreting

  • Translate reasonably complex materials from English to Chinese and Chinese to English (eg, media alerts, website and social media posts, op-eds, articles and media summaries, media and cultural event information).
     
  • Undertake informal interpreting, as required.

Public Affairs and Culture Work

  • Provide primary back up to the Webmaster to maintain Embassy websites and social media sites (including www.china.embassy.gov.au; www.imagineaustralia.net.au, http://www.weibo.com/imagineaustralia, http://blog.sina.com.cn/imagineaustralia), including through liaison with other sections and external information providers.
     
  • Assist with organising public affairs and cultural events, including performances, receptions, speaking engagements by senior officers, media conferences, briefings, maintaining media invitation lists, etc.
     
  • Assist the Counsellor to issue media materials via the Embassy’s website and email systems, and maintain common email address ([email protected])
     
  • Provide daily media monitoring services to clients within the embassy and the department, including on an ad hoc basis where required.
     
  • Maintain contacts and a productive relationship with the Chinese media, local cultural organisations and other relevant stakeholders.
     
  • Assist with arranging visit programs and appointments as required.
     
  • Handle public inquiries for information, in English and Chinese, in person, by telephone and via Internet e-mail.
     
  • Assist with research work on policy issues as directed, including liaising with Chinese government, media and cultural organisations

Administrative Support

  • Provide general administrative support, including making appointments and answering simple correspondence.
     
  • Coordinate records management procedures in relation to the Section’s public affairs work, as an EDRMS Coordinator.
     
  • Process payments as required and assist management of stocks of Section publicity materials and other promotional assets.
     
  • Assist maintenance of and provide training and support to other staff on the public diplomacy contacts database.
