Vacancy: Research and Program Officer (Transport and Infrastructure)

The Department of Infrastructure and Regional Development is seeking expressions of interest from suitably qualified persons to fill a newly-established position of Research and Program Officer (Transport and Infrastructure).  The position will be offered at the LE4 level.  We are looking for candidates who are available to commence in the position as soon as possible.

Selection Criteria

Applicants should address all five (5) of the selection criteria below, clearly outlining their claims and specific experience that makes them suitable for this position (maximum two pages).

  • Demonstrated ability to undertake research, collect information from diverse sources and produce high quality analytical reports on issues of interest.
  • Tertiary qualifications and ability to communicate effectively (orally and written) in both English and Mandarin are essential.  This includes strong interpreting and translation skills.
  • Good understanding of China’s political and economic environment, strong knowledge of China’s transport and infrastructure policies and regulatory regimes and ability to link China’s infrastructure investment policy with economic development outcomes in remote and rural areas, are highly desirable.
  • Ability to prioritise a busy workload, work under pressure and to deadlines with great attention to detail.  Flexibility, adaptability and initiative, and an ability to work independently and as part of a team.
  • Sound competence in using Microsoft software, particularly Work and Excel, databases and internet-based research.

About Department of Infrastructure and Regional Development

The Department of Infrastructure and Regional Development is responsible for the design and implementation of Australian Government’s infrastructure, transport and regional development policies and programs. It promotes, evaluates, plans and invests in infrastructure and regional development, and it fosters an efficient, sustainable, competitive, safe and secure transport system.

 

About the position

The Research & Program Office supports the Counsellor (Transport and Infrastructure) to develop, promote and enhance bilateral relationship with Chinese infrastructure, transport and regional economic development stakeholders, and to assist management of office business operation. The position undertakes policy research and analysis, coordinates outreach/engagement program and logistics, arranges official visits, and provides language service.

 

The key responsibilities of the position include, but are not limited to:

  • Monitor and analyse major policy development and announcements from Chinese government agencies, research institutes and media, which are relevant to the portfolio’s interest
  • Build and maintain productive working relationships with relevant Australian and Chinese government agencies and other stakeholders
  • Provide high-level support for outreach and engagement activities, as well as meetings and visits, including program design, logistics arrangements and translation
  • Assist the Counsellor to promote bilateral cooperation, as well as Australia’s capabilities and potentials to seek greater bilateral collaboration
  • Provide administrative support for the office operation, including financial and travel matters
  • Prepare translations of documents and analytical reports as well as provide interpreting in meetings and other events to a high standard.
