LE 7 Regional Executive Officer
The Embassy of Australia is seeking expressions of interest from suitably qualified persons to fill the position of Regional Executive Officer at the Department of Immigration and Citizenship. The position requires excellent written and oral English language skills and will be offered at the Chinese LE7 level. Annual remuneration package of this position is approximately CNY134,837.78. The position is full-time and is open to Chinese Nationals only. Please consult the attached Selection Criteria and Duty Statement for details.

LE7 – Regional Executive Officer, Department of Immigration and Citizenship (DIAC), Australian Embassy Beijing
Selection Criteria:
1. Ability to collect, manipulate and interpret statistical and financial data and to undertake forecasting on the basis of available information.
2. Ability to communicate effectively orally and in writing in English and Chinese.
3. Ability to work effectively, cooperatively and flexibly in a geographically dispersed team environment, develop and maintain productive relationships with colleagues, demonstrate initiative, respond to priorities and meet deadlines.
4. Strong ability to undertake clerical and administrative work using a computer system, including preparing and maintaining records within such systems (previous financial management experience is an advantage).
5. Capacity to develop a sound understanding of Australian financial management legislation and policy and to apply both in relation to the sound management of the region’s resources.
Duty Statement:
The Regional Executive Officer (REO) in the East Asia Region provides administrative and logistical support to the Regional Director (RD) in their oversight and management of the region’s budget and resources and helps ensure that the region is well placed to deliver on departmental objectives. The REO also supports the RD in their management of program, policy and operational matters and their reporting of trends and issues that arise in the region. Detailed duties include:
Regional Financial Management and Assurance
• Manage regional financial allocation and expenditure under the direction of the RD, including notifying post managers of the allocation of funding to each post, tracking and analysing expenditure against the allocations at the post level, and coordinating reporting to National Office in Canberra.
• Coordinating posts responses to Financial Management and Accountability Act accountability mechanisms, including internal and external audits, certificate of compliance checks, annual financial statements, Office Audit and Security Checklist (OASC) returns.
• Liaise with posts on submissions, allocation and expenditure of funds for capital equipment acquisition, and repairs and maintenance of fittings and equipment.
• Liaise with posts on asset management, including disposal requiring RD’s approval.
Program Monitoring
• Regularly monitor and report to the RD on progress in delivering the migration and humanitarian programs throughout the region
• Liaise with the RD, post managers, and DIAC NatO on adjustments to migration program allocations (AIPLs) and humanitarian program allocations.
• Collate monthly reporting for the RD on activity levels across all programs and all posts.
Administration
• Provide administrative and logistical assistance to the RD, including coordinating travel arrangements for the RD and other A-based in the region as necessary.
• Assist the RD in managing their general calendar, incoming and outgoing correspondence, and routine engagements including teleconferences and meetings.
• Plan and coordinate visits to the Region by VIPs and senior personnel from National Office Canberra.
Staffing
• Ensure accurate staffing records are maintained by post managers.
• Coordinate reporting to National Office in Canberra on staffing matters, including monthly ASL reporting.
