The Australian Consulate General in Chengdu is seeking applications from suitably qualified persons (Chinese national only) to fill the position of Office Manager at the Australian Consulate General in Chengdu. The successful candidate will manage a team to deliver administrative services at the Consulate. Annual remuneration for this position is RMB 198,287 (plus employer social security payments).

OFFICE MANAGER

DUTY STATEMENT
Under general direction of the Senior Administrative Officer (SAO), assist to manage the finance, staff and property resources of the Australian Consulate-General in Chengdu. Lead and manage a team of four corporate staff. Areas of responsiblity include the following:
Finance
• As post accountant, oversee financial processing at the consulate. Supervise finance & administrative staff and provide training when required.
• Supervise and verify the processing of transactions in SAP monthly to ensure correctness
• Liaise with post suppliers and ensure payments to suppliers are run as required.
• Complete financial processes such end of month accounts schedules, liaison with the bank, monitoring post’s cash balance, and processing payments, including staff salaries.
Human Resources
• Assist the SAO develop and implement human resource strategies to meet the identified goals and objectives of the Consulate, including forecasting recruitment needs and training.
• Liaise with the Sichuan Foreign Affairs Services Agency on all management issues relating to the employment of Chinese staff.
• Ensure fair and effective processes for the selection and deployment of local staff.
• Assist the post to implement effective performance management for staff, including fair appraisal and motivation.
• Ensure accurate and timely payment of payroll and all required conditions to local staff
• Ensure staff leave is accrued correctly, taken as required and properly recorded
• Ensure workplace health and safety processes are in place to provide a safe and effective work environment.
Property and Client Services
• Oversee reception and switchboard services to ensure clients and guests receive a high standard of service.
• Oversee the Property Officer and the motor pool and ensure post has adequate property resources and drivers and vehicles are operating effectively at all times.
• Assist to support high level visits by senior Australian officials as required, including ministerial office and transport arrangements.
Note: The Australian Consulate-General is a professional team and Consulate staff are expected to be respond to challenges, be flexible, and to assist with other duties and projects of the Consulate as required. Staff should note that some position duties may change over time as required.
SELECTION CRITERIA
Position No. 11252
A. Ability and experience in accounting duties such as budget preparations, account processing, reporting and reconciliations. Accounting qualifications and/or relevant work experience, including the use of accounting systems such as SAP, is essential.
B. Ability to learn and apply relevant Australian Government regulations and guidelines, including those related to finance and HR , relevant to the performance of the duties outlined in the duty statement.
C. Ability to work independently, to prioritise and organise workloads and manage resources, including meeting deadlines. Ability to solve problems, be flexible and adapt to new tasks and situations as required.
D. Capacity to undertake managment/administrative duties using computer based systems such as Microsoft Office, Excel and SAP.
E. Ability to communicate effectively orally and in writing in English and Mandarin, including the capacity to assist in liaison, negotiation and consultation.
F. Good interpersonal skills, including the ability to cooperate well with colleagues and clients and to develop good working relationships. Ability to develop effective work teams and to lead, motivate and train team members as required.
