The Australian Embassy is seeking expressions of interest from suitably qualified Chinese National persons to fill the positions of Information Policy Officer (PN9643) and Administration and Research Officer (PN 9762) in Australian Education International (AEI): Annual remuneration package of these two positions are approximately CNY121,328.

The Information Policy Officer will contribute to the AEI team in a range of duties including translating and distributing media release, monitoring the media coverage in China, supporting networking efforts, manage the microblog/blog of the Education Section at the mainstream website portal and developing reports for AEI colleagues in Beijing and National Office in Canberra.

The Administration and Research Officer will be responsible for the effective administration of the office and assist in education policy research. As part of a small team the position will work to develop and enhance Australia’s education relationship with China through a range of coordinated activities and a strong government to government relationship.

AEI China

In the People’s Republic of China (PRC), AEI is represented at the Australian Embassy Beijing and the Australian Consulates-General in Shanghai and Hong Kong (SAR). The AEI Beijing Office has overall responsibility for AEI’s activities in the PRC. It supports Australia’s engagement in international education, research and training in China through a wide range of activities such as: working with the relevant Ministries and Agencies of the PRC, supporting the activities of Australian education providers in China, providing strategic intelligence to Australian education providers on education and research developments in the PRC.

Job Description

1. Translate and distribute media releases on Australian education and training policies and initiatives.
2. Translate, analyse and disseminate (to Australian government and other international education stakeholders) Chinese language statements and reports issued by Chinese government and other education agencies in China.
3. Prepare written answers to interview questions, as required.
4. Develop relationships and interact with on-line media in China with a view to influencing on-line discussion of Australian government education and training-related policies.
5. Monitor media coverage in China of Australia education and training policies (TV, radio and printed media) and prepare reports for both government and education providers.
6. Manage the microblog/blog of the Education Section at the mainstream website portal.
7. Network with media representatives around China and build ability to influence them.
8. Contribute to on-line discussions related to Australian education and training policy on Chinese language websites.
9. Promote endeavour scholarships and exchange opportunities through Chinese language media.
10. Work closely with other agencies - DIAC, Austrade, ACAA, DFAT to present a coherent image of Australian government education, student visa and migration policy.
11. In cooperation with Austrade, work with Australian education providers to place articles that position Australian education and training services in China.
12. Undertake other research and translation work as required.

Selection Criteria

1. Written and oral communication skills of a good order, including fluency in Chinese and English, and the ability to translate and interpret accurately.
2. Strong interpersonal skills including the ability to liaise at a high level with senior representatives from the government sector and the education industry.
3. Ability to produce high quality, detailed, and accurate work in a timely manner under limited supervision.
4. Demonstrated knowledge and understanding of the Chinese education and training system, policies and trends.
5. The ability to work effectively with other members of a team or with colleagues.
6. Ability to set priorities and perform under pressure. Attention to detail.
7. Demonstrated experience in the use of Microsoft Windows applications such as Microsoft Word, Excel, Access, and PowerPoint.

Job Description

1. Under direction of the Minister-Counsellor (Education) and the Counsellor (Education), provide support in all aspects of office management, assist in budget preparation and monitoring and prepare financial/payment claims for processing by Accounts Section.

2. Provide administrative support to the Education Section and all AEI China staff in the posts of Beijing, Shanghai and Hong Kong, including records management; maintenance of asset register; appointment making and diary coordination; travel arrangements; vehicle bookings; completion of relevant forms and acquittals; secretarial assistance (including translation, transcription and word processing) etc.

3. Monitor media and other sources for information on Chinese education and training statistics, policies and regulatory developments and prepare regular reports and commentary to the Minister-Counsellor (Education) and the Counsellor (Education) on key issues affecting Australian education interests in China.

4. Prepare draft Market Intelligence Reports and Alerts for the AEI/Austrade Website Portal on significant education policy and regulation issues and developments in China, as part of AEI’s market information service for Australian education providers.

5. Undertake research tasks and assist in project work as required, including provision of translation and interpretation services.

6. Take responsibility for the on-going management and maintenance of the AEI office databases and provide assistance with liaison activity with government departments, institutions and other contacts.

7. Draft presentations and speeches as required.

8. Monitor and report on Australia-China cooperative education and training activities.

9. Take the lead in responding to enquiries and calls to the AEI office, and providing first point of call assistance.

Selection Criteria

1. Demonstrated experience and skills in office administration and management
2. Demonstrated ability to undertake research and draft reports in English
3. Knowledge and understanding of the Chinese education and training system
4. Written and oral bilingual (Chinese and English) communication skills of a high order
5. Strong interpersonal skills, including ability to liaise at a high level with senior representatives of government and the education sector
6. Ability to produce detailed and accurate work in a timely manner, with limited supervision
7. Demonstrated ability to work in a busy cross-cultural team environment
8. Demonstrated experience in the use of computer applications such as Microsoft Word, Excel, Access, Frontpage and Publisher
