The Department of Industry, Innovation and Science is seeking expressions of interest from suitably qualified persons to fill a newly-established position of Research & Program Officer (Industry, Innovation & Science).  The position will be offered at the LE4 level.  We are looking for candidates who are available to commence in the position as soon as possible. 

The position is an important part of the Department of Industry, Innovation and Science’s Beijing team, undertaking research and analysis, providing high-quality translation and interpretation, maintaining relationships with stakeholders and providing administrative and other support for the team.  Some domestic travel within China may be required.

Selection Criteria

  • Strong research and analytical skills informed by knowledge of one or more of the following: Australia and China’s resources, energy and environmental policies and regulatory regimes and science and innovation system and policies
  • Excellent communication skills, including an ability to translate and interpret between Chinese and English to a high standard

About the position

The Research & Program Officer (Industry, Innovation and Science) supports the Manager (Industry, Innovation and Science), and Counsellors, in maintaining and promoting the bilateral relationship in resources, science and innovation, by undertaking policy research and analysis, developing sound working networks with Chinese stakeholders and arranging visits by Australian and Chinese officials and other delegations.

 

The key responsibilities of the position include, but are not limited to:

  • Translation and interpreting – prepare translations of policy documents and analytical reports and provide interpreting for other team members in meetings and other events to a high standard
  • Research and analysis – monitor and analyse developments of China’s major policies relevant to the department’s responsibilities
  • Liaison – build and maintain productive working relationships with relevant Australian and Chinese government agencies and other stakeholders
  • Facilitation – provide high-level support for visits and meetings, including by external delegations, such as in program design, logistics arrangements, etc.
  • Advocacy – support the Counsellors to promote two-way trade and investment, as well as Australian capabilities in relevant sectors and mechanisms to support greater collaboration; and
  • Administration – provide administrative support for the portfolio’s work, including financial and travel matters.

 

Qualifications/Experience

  • Tertiary qualifications and ability to communicate effectively (orally and written) in both English and Mandarin essential. This includes strong interpreting and translation skills.
  • Demonstrated ability to undertake research, collect information and produce high quality analytical reports on issues of interest.
  • Good understanding of China’s political and economic environment, and strong knowledge of China’s resources, energy and environmental policies and regulatory regimes, China’s science and innovation system and policies, and Australia’s interests in the region, is highly desirable.
  • Ability to prioritise a busy workload, work under pressure and to deadlines with great attention to detail. Flexibility, adaptability and initiative, and an ability to work independently and as part of a team.
  • Sound competence in using Microsoft software, particularly Word and Excel, databases and internet-based research.
