Cashier (LE6) & Payment Officer (LE5)
The Department of Foreign Affairs and Trade is seeking expressions of interest from suitably qualified persons to fill two temporary positions of Cashier, Level 6 and Payment Officer, Level 5 from 1 Feb 2016 to 31 May 2016.

Temporary Payment Officer
(LE5 POSITION 6316)
DUTY STATEMENT
1. Under general directions undertake clerical/administrative work in the Accounts Section of the Australian Embassy, Beijing.
2. Within guidelines apply the rules, regulations, instructions and procedures relating to the Accounts payable function.
3. Organise and prioritise workloads to complete in a timely manner.
4. Process invoices and FMA001 forms in accordance with Departmental and Government policy.
5. Collect receipts (Fapiao) from vendors when post payments have been finalised. This ensure VAT claims are processed accordingly.
6. Arrange delivery of cash and cheque payments to vendors.
7. Create payments and update vendor master records in SAP.
8. Maintain advance register for official deposits and pursue outstanding refunds.
9. Maintain adequate filing in EDRMS.
10. Carry out banking runs.
11. Other duties as required.
SELECTION CRITERIA
- Experience in the use of accounting software, particularly SAP, would be an advantage
- Ability to understand and carry out accounting procedures using computerized systems, and prepare and maintain records within such systems and report on same.
- An awareness of the Australian Government acts, regulations and guidelines, including Equal Employment Opportunity and Industrial Democracy, relevant to the performance of the duties outlined in the duty statement.
- Ability to communicate effectively, orally and in writing, in English and Mandarin.
- Capacity to be initiative, flexibility, adaptability, and ability to set priorities and work with minimum supervision. Especially in pressure situations, and to work productively in a team environment.
- Capacity to deliver high quality services to clients, both within and outside the Embassy, ensuring that relevant performance benchmarks are met.
- Applicants with a finance background will have a distinct advantage.
Temporary Cashier
(LE 6 POSITION 6311)
DUTY STATEMENT
1. Under general direction, subject to regular checks, and in accordance with the Equal Employment Opportunity and Industrial Democracy Principles, undertake clerical/administrative work in the Accounts Section of the Australian Embassy, Beijing.
2. Perform the role of Cashier in the Embassy’s Accounts Section, in accordance with Australian Government policy and procedures. Hold and administer the Cashier’s Advance.
- Cash management.
- Make cash payments.
- Public money collecting and issuing official receipts.
- Top up petty cash on timely manner to guarantee sufficient cash for payment
- Check and top up sub-cashier.
- Cheque Management
- Preparing and issuing cheque drawn on the official accounts.
- Guarantee all the payee’s information up-to-date
- Guarantee new and used cheque books sufficiency and keep safe custody.
3. Organise and prioritise workloads so as to complete given projects and assignments in a timely manner.
4. Monitor outstanding advances to ensure their acquittal by the due date. Control of advance and debts registers, issue DAN according to relevant notice, check advance and debtor report and pursuit of overdue advance and debts, in accordance with financial and Departmental guidelines.
5. SAP accounts processing.
- preparation and safekeeping of accounts documents, run the report according to relevant request.
- Scan all the receipt journal, SA journals and debtor notice in TRIM.
6. Calculate, process and distribute Embassy telephone bills and mobile phone bills and chase the feedback.
7. Banking on a roster system.
8. Delivering financial service within guidelines for agencies.
9. Other duties as required.
SELECTION CRITERIA
A. Capacity to undertake clerical/administrative duties using computerised systems under general direction. Demonstrated ability in the use of Micosoft Office software is essential, particularly SAP would be an advantage.
B. Ability to organise workloads so as to achieve objectives thoroughly and effectively, and capacity to coordinate the work of subordinate staff in accordance with the principles of Equal Employment Opportunity.
C. An understanding of the Australian Government legislative and operational requirements as they apply to the Duty Statement.
D. Capacity to work efficiently and accurately, displaying good work-flow and time management skills.
E. Ability to communicate effectively orally and in writing in English and Mandarin, including to provide translations services of financial issues when required.
F. Capacity to be flexible and adaptable, including an ability to work effectively with other members of a team or with colleagues. Especially in pressure situations, and to work productively in a team environment.
G. Capacity to deliver high quality services to clients, both within and outside the Embassy, ensuring that relevant performance benchmarks are met.
