Vacancy – HR/Property Officer (LE4)

 

The Australian Embassy Beijing seeks applications from suitably qualified persons to fill the position of HR/Property Officer (LE4) with Department of Foreign Affairs and Trade.

Selection Criteria

 

Applicants should address all four of the selection criteria below, clearly outlining their claims and specific experience that makes them suitable for this position (maximum 2 pages). 

 

  • Demonstrated ability to deliver high-quality corporate services in a client-focused environment as part of a small team. Experience in human resource management or property services would be highly regarded.
  • Well-developed interpersonal skills and demonstrated ability to communicate effectively in English and Mandarin, both orally and in writing.
  • High-level computer literacy and demonstrated capacity to perform administrative duties using computerised systems.
  • Ability to learn, interpret and apply Australian and Chinese legislation, regulations, and guidelines that are relevant to the duties of the position.
  • Superior organisational skills to manage a large workload and meet multiple deadlines under pressure.

About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)

 

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

 

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

 

About the position

 

The HR/Property Officer provides property-related services and Human Resources (HR) services to the Embassy’s staff according to the rules, regulations, instructions and procedures applicable to the Embassy’s HR and property services functions.

 

The key responsibilities of the position include, but are not limited to:

 

HR Services

  • Liaise with the in-country language training provider/s and the Language Studies Unit for coordinating a suitable program for language trainees
  • Administer language tests for the Embassy’s DFAT employees including language trainees
  • Coordinate the Embassy’s training and professional development programs
  • Register TPN number and file all TPN to the Ministry of Foreign Affairs and other missions
  • Provide back up support to the HR officer responsible for arranging diplomatic identity cards and diplomatic visa extensions for all A-based officers and their dependants.

     

    Property Services

  • Coordinate day-to-day property repair and maintenance activities for the compound buildings including liaison with external service providers and supervision of the Embassy’s labourers
  • Inspect the property and arrange thorough property maintenance services on changing of compound apartment tenants, and manage settling-in kits for newly arrived tenants
  • Play a key role in setting up temporary offices for high-level visits
  • Assist the Property Manager in responding to clients’ requests for cleaning, gardening and maintenance services and monitoring the standard of services provided by service providers
  • Assist the Property Manager to undertake procurement for the annual furniture and fittings renewal program and other major asset acquisitions.

     

     

    Other

  • Provide support to LANA during the time of setting up temporary offices for high-level visits.
  • Provide back up support to the Customs Clerk’s role as required.

     

    Qualifications/Experience

     

  • Ability to perform administrative processes using computerised systems and to prepare and maintain records within such systems.
  • A sound understanding of Australian and Chinese legislation, regulations, and guidelines that are relevant to the performance of the duties outlined in the duty statement.
  • Well-developed interpersonal and communication skills in English and Chinese (Mandarin).
  • Ability to organise and prioritise workloads to meet deadlines so as to complete tasks and assignments in a timely manner.
  • Experience in working in a client-focused environment and the ability to work both independently and as part of a team.
  • Practical experience of computer operating systems and commonly used commercial software packages such as Microsoft Office.
