Vacancy - Office Manager – Department of the Treasury (LE4)

 

The Australian Embassy Beijing seeks applications from suitably qualified persons to fill the position of Office Manager – Department of the Treasury (LE4), Beijing.

Selection Criteria

 

Applicants should address all five (5) of the selection criteria below, clearly outlining their claims and specific experience that makes them suitable for this position (maximum 2 pages). 

 

  1. significant output management skills. He/she must be reliable and able to plan, organise, schedule and prioritise their own output and to contribute to team output. Preparations for Ministerial visits can be challenging, and will require the applicant to be able to work well under pressure.
  2. strong communication skills. He/she should be able to write effectively and succinctly in English. In relation to oral communication, he/she should have good listening skills, be able to present information clearly and succinctly in English and be able to liaise effectively with a range of people. The ability to speak Mandarin would be an advantage but is not essential.
  3. good interpersonal skills, including the ability to work effectively and inclusively with other team members and colleagues. He/she should also be able to demonstrate initiative, flexibility and adaptability.
  4. ability to do budget management/monitoring.

About the Australian Government’s Department of Treasury

 

The Department of the Treasury is a central policy agency engaged in a range of issues from macroeconomic policy settings to microeconomic reform, climate change to social policy, as well as tax policy and international agreements and forums.  Treasury also has a program delivery role in supporting markets and business, and providing Commonwealth payments to State and Territory governments.

 

The Treasury has established an office in the Australian Embassy in Beijing to:

  • Improve decision making and forecasting in Canberra by understanding conditions in China and engaging with decision makers in China;
  • Promote a strong and stable economic relationship between Australia and China; and
  • Support Treasury Ministers and senior officials visiting China.

The Treasury office pursues these objectives in close cooperation with DFAT, RBA, AusTrade and other agencies in the Australian Embassy and in Canberra.  The Treasury office in Beijing is comprised of two staff posted from Australia and three staff recruited locally. 

 

About the position

 

The Office Manager provides support for the Treasury team to enable it to operate effectively in China consistent with the administrative and accountability frameworks established by the Treasury and by the Embassy.

 

The key responsibilities of the position include, but are not limited to:

  • Organising travel for the Treasury staff, including the preparation of travel requisitions, bookings and the acquittal of advances.  Arranging hotel and restaurant bookings;
  • Performing administrative support for the Treasury section such as telephone call management, and maintaining stationery supplies and contact databases;
  • Maintaining office accounts and administration and completing the monthly reconciliation of accounts against budget and the acquittal of staff entitlements;
  • Providing logistical support for visits by Australian Ministers and senior officials;
  • Assisting in research for the Treasury section and contributing to the reporting by the office; and
  • Assisting in translation for A-based staff.

 

The position is advertised as full time, but applicants seeking a part time position will be considered.

 

 

 

Qualifications/Experience

  • Strong project management skills. Ability to plan, organise, schedule and prioritise own output.
  • Ability to prioritise a busy workload, work under pressure and work with limited supervision.
  • High-level of initiative and ability to work flexibly within a small teamFlexibility, adaptability and initiative.
  • Good interpersonal skills, including ability to work effectively and inclusively with other team members and colleagues
  • Experience in the use of accounting frameworks and budget management and monitoring systems.
  • Strong communication skills. Should have good listening skills, be able to present information clearly and succinctly and be able to liaise effectively with a range of people.
  • Fluency in Chinese and English
