VACANCY –DFAT Local Area Network Administrative Officer (LANA), Client Services Team, Consular & Administration Section (LE4)

 

The Department of Foreign Affairs and Trade (DFAT) is seeking expressions of interest from suitably qualified persons to fill the position of Local Area Network Administrative Officer (LANA), as part of the Client Services Team.  The position is a full time, permanent position and will be offered at the LE4 level.

 

The LANA Administrative Officer administers the unclassified IT and communication systems for the embassy and supports the functions of Client Services. 

 

The LANA must operate with a high degree of autonomy in their team, while providing effective reporting and select issue escalation to the Global Support Centre in Canberra and post IT management.

Selection Criteria

 

Applicants should address all six (6) of the selection criteria below, clearly outlining their claims and specific experience that makes them suitable for this position (maximum 2 pages). 

 

  • Ability to communicate effectively orally and in writing in both English and Mandarin are essential. 

 

  • Experience managing computers, IT systems and technology services (preferably in a global environment).  Accountability and good record keeping skills in asset management, disposal, procurement and safekeeping. 

 

  • Initiative and resourcefulness in solving problems/troubleshooting issues.  Ability to work independently, organise workloads and allocate resources to achieve objectives to deadlines.  Demonstrated ability to be flexible and adapt to changing work constraints. 

 

  • Well-developed interpersonal and communication skills, ability to work effectively in a team environment to deliver first-rate client services.  Good interpersonal skills and ability to liaise with staff at all levels within the mission, as well as external providers. 

 

  • In depth knowledge and practical experience of computer operating systems (primarily Windows, but Mac iOS would be advantageous) and commonly used commercial software packages such as Microsoft Office, Lotus Notes, Internet Browsers. Experience training staff in commonly used IT systems would be highly desirable. 

 

  • Capacity to quickly understand the Australian Government legislative and operational context in which the clerical, administrative and unclassified officer information systems of a Diplomatic Mission are conducted.  .

About the Australian Government’s Department of Foreign Affairs and Trade

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

 

The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

 

About the position

 

The LANA Administrative Officer administers the unclassified IT and communication systems for the embassy and supports the functions of Client Services. 

 

The key responsibilities of the position include, but are not limited to:

 

  1. As the Local Area Network Administrative Officer (LANA), be responsible for non secure (SATIN LOW) IT systems in the Embassy.  Delivery of SATIN LOW services, including a post help-desk function, introductory training for new employees, identify users training needs, providing additional training as required.  Perform IT equipment installation and maintenance, procurement, disposal and asset management.  Maintain a LAN configuration chart, software and hardware registers.  Log, manage, prioritise and follow up on post’s IT help-desk jobs through Marval.  Work closely with post’s Regional Technical Officer (RTO)/Regional IT Officer (RITO), Global Support Centre (GSC) and Post Systems Administrator (PSA) as required.  Train the back-up LANA and ensure continual provision of IT services. 

     

  2. Manage the operation of telephone, mobile phone and data services for the Embassy and Compound Apartments.  Day-to-day management of the telephone system, including the provision of advice and assistance to staff, initial assessment, troubleshooting and rectification of telephone faults.  Liaise with local telecom authorities and outside providers as required.  Purchase, manage and maintain the mission’s mobile phones, SIM cards, iPads, laptops and associated service packages for permanent, temporary and visiting staff, in line with relevant accounting, security and other policies.

     

  3. Manage other IT and ICT services in the mission.  Manage and support the embassy’s internal standalone/WIFI network.  Management of non-SATIN LOW IT and communication systems and resources for the embassy, including arranging leases, purchasing, disposal and safekeeping of equipment.  Be the central point of contact for IT related issues internally with users/ICT/GSC; and externally with commercial vendors and contractors.  Negotiate service and maintenance contracts with local suppliers and Canberra DFAT.  Perform the annual IT audit, stocktake and surveys.  Assist post management review and update IT and related service policies as required. 

     

  4. Provide IT support for High Level Visits and other post activities. Provide off-site office IT set ups and support for visiting delegations and post staff as required (fax, telephone, mobile phone, SATIN, standalone computer and internet services).  Similarly, maintain ICT equipment ready for business continuity and disaster recovery procedures, providing set-up and support services for this function as well. 

     

  5. Information Services Management.  Maintain and update the Embassy’s intranet/internet pages, including updating and maintenance of local templates and IT systems in support of post management.  Streamline user IT services and improve practices where possible.  Provide support and guidance to ensure documents are filed correctly in the mission’s electronic record keeping system, EDRMS.  Maintain and update email groups, staff directories and information resources according to staff movements.

     

  6. Assist the Client Services team to provide a range of administrative support services.   Back up and assist the Client Services team as directed by the Client Services manager.  This will include, but is not limited to backing up reception services, security access management, incoming/outgoing diplomatic bag/mail/Safehand assistance, function room bookings, responding to alarms in line with post’s emergency response plan, support to management of the vehicle fleet, drivers and vehicle bookings, and other administrative tasks. 

     

  7. Assist post with other functions as required.  Under direction of post’s Consular & Administration team, the PSA, RTO and RITO, perform a range of duties as directed.
